What is adult education?
In a broader sense, adult education includes individuals participating in public education institutions (adult education*) or higher education after the compulsory school age. However, according to the definition in Act LXXVII of 2013 (Adult Education Act), adult education encompasses any organized, purposeful activity aimed at developing or enhancing competencies, conducted in a structured way through teaching, training, or other adult education services, where participants do not have a student status with the educational institution.
*Adult education refers to formal school-based education where the participant holds student status. In contrast, adult training (felnőttképzés) takes place outside the formal school system and involves a different legal status.
Who can participate in adult education?
Anyone who has completed their compulsory schooling can participate. However, individuals still within the age of compulsory education may also take part in adult training while fulfilling their school obligations.
The University of Pannonia offers adult training courses for both internal and external staff, its own students, students of other higher education institutions, companies, and individuals.
Who/ what kind of organization can provide adult education?
In addition to traditional market providers (adult training centers), vocational training institutions, public education institutions, and higher education institutions are also eligible to provide adult education.
What counts as adult education and what does not?
The Adult Education Act applies to organized, purposeful education or training aimed at developing competencies. Thus, all traditional professional training, language courses, other training (e.g., business, communication), retraining or upskilling programs, and corporate training fall under adult education. However, conferences, workshops, coaching, consulting, clubs, and on-the-job training do not count as adult education. Fire and occupational safety training is also no longer covered by the Act.
How can adult education activities be conducted?
Adult education can be carried out either through notification or by obtaining a permit. Both processes can be initiated with the Adult Education Administrative Body through the Adult Education Data Service System (FAR), which then provides a registration number—either “notification-based” or “licensed (permit-based).”

What does training conducted under permit mean?
Adult training carried out under permit includes:
- Vocational training outside of vocational institutions: professional education preparing for partial qualifications or certifications.
- Training funded partly or fully by the state budget or EU sources.
What does training conducted based on notification mean?
Any other form of training—language training, skills development courses, and similar—can be conducted with a simple notification.
What kinds of courses does the University of Pannonia offer?
The university’s adult education offerings change regularly, adapting to market demands. It provides professional training, legally regulated training (e.g., teacher further training, certified accountant programs), business training (e.g., ESG specialist), technical training (e.g., CCNA, CCNP). How can you apply for a course?
To apply for courses listed on shop.uni-pannon.hu, add the course to your cart and proceed with payment and data submission.
For other courses listed on the Lifelong Learning Centre’s website, fill out the form found under the “Courses – Apply” menu. Courses start when a sufficient number of participants have enrolled.
How can you ask questions about a course?
For courses on the shop.uni-pannon.hu site, click the “Request additional information about the training” button.
On the Lifelong Learning Centre’s website, use the “Inquire” option to ask questions.

What kind of document is received upon course completion?
Successful completion of an adult education course results in a certificate. For professional training, this certificate allows individuals to apply for a qualification exam at an independent examination center. The certificate is issued by the provider via the Adult Education Data Service System (FAR), in paper or electronic format, in Hungarian, Hungarian-English, or Hungarian-German, based on the participant’s prior declaration. The form and language of the certificate cannot be changed afterward.
What types of adult education does the University of Pannonia offer?
Although higher education in general can be considered adult education, the following fall under the scope of the Adult Education Act:
- professional training: aimed at acquiring the theoretical and practical knowledge necessary for a specific profession. Certificates from these courses allow application to independent qualification exams.
- business training: focused on meeting the needs of businesses and the labor market in areas like management, marketing, finance, IT, and other corporate domains.
- competency development training: includes courses in IT, professional language, and personal development.
How much does a course cost?
Adult education is typically self-funded, meaning participants pay the course fee and cover any other related expenses (e.g., travel). Fees are listed in each course’s information. Costs can be reduced in the following ways:
- The employer may cover the training costs.
- Some programs may be state-funded (e.g., via labor offices or EU grants).

How long does adult education take?
Adult education is not conducted full-time; it’s organized flexibly to accommodate participants’ work and other commitments. Training may occur online or in-person during late afternoons, evenings, or weekends. Duration and intensity vary by course and are provided in the course information.
